Todd was
born in South Bend, Indiana on June 23, 1961. He
obtained a Bachelor of Science degree in Mechanical
Engineering from Tri-State University (ninth percentile)
and thereafter worked for the U.S. Department of Defense
as an engineer for approximately two years. While
employed as an engineer, his responsibilities included
the development and design of weapon systems for U.S.
Special Forces, the design of electronic packaging
assemblies and systems for onboard U.S. naval ship
computers, and chairman of an I.E.E.E. working group on
next generation computer standards. Todd obtained his
Doctor of Jurisprudence degree from Indiana University
at Indianapolis, Indiana (twenty-first percentile). |
